Can I drive TVDE with a foreign driving licence?

Published 1 October 2026 · Ler em português

This is one of the most common questions among drivers who arrived in Portugal recently, and the answer depends less on nationality than on what the TVDE certificate requires of the licence itself.

What the certificate requires

To obtain the TVDE driver certificate you must hold a category B licence for more than 3 years, with a group 2 endorsement. Those two points decide the matter, and they are how you should assess your situation.

European Union licences

A licence issued in another member state is, as a rule, recognised in Portugal. What is usually missing is the group 2 endorsement, which the activity requires. Confirm your case with the IMT before paying for a course.

Licences from outside the European Union

Licences from third countries generally need to be exchanged or revalidated with the IMT before they can serve for the activity, and the conditions vary with the issuing country and the agreements in place. This is the part that delays most applications, so deal with it early.

The practical advice

Before paying for a 50-hour course, confirm with the IMT that your licence qualifies and that the years you have held it count. A course taken before the licence is sorted is money standing still. Exchange rules differ by country of origin, so trust the IMT's answer rather than what colleagues report.

Quick questions

Does my European licence work for TVDE?

As a rule a European Union licence is recognised in Portugal, but the activity requires category B held for more than 3 years with a group 2 endorsement. Confirm the endorsement with the IMT.

What if my licence is from outside the European Union?

As a rule it has to be exchanged or revalidated with the IMT before it can serve for the activity. Conditions vary with the issuing country.

Should I take the course before sorting out my licence?

No. Confirm with the IMT first that the licence qualifies and that your years count. A course taken before that may go unused.

After the certificate comes the paperwork: registering at the tax office, receipts to the fleet, VAT and Social Security. Zeelity handles that on autopilot, with a certified accountant behind it, from 16.90 euros a month.
