Chave Móvel Digital for TVDE drivers: why you need it now

If you have just got your certificate and still have no Chave Móvel Digital, you are about to discover a problem: you cannot issue a single receipt. This page is about what that costs you and how urgently to fix it. For the process itself, we have the complete Chave Móvel Digital guide.
What is blocked without it
- Issuing faturas-recibo in the Portal das Finanças. The fleet pays you, and you cannot produce the receipt.
- Filing the quarterly declaration in Segurança Social Direta.
- Looking up what you already issued, when you need proof.
The problem is that deadlines do not wait
The fatura-recibo must be issued within five business days of receiving payment. That clock starts the day the money arrives, not the day you manage to get an appointment at an Espaço Cidadão. Drivers who start without the key accumulate lateness from the first week.
The same goes for the quarterly declaration: January, April, July and October, even if income was zero.
Deal with it before your first paid trip
The order that avoids trouble is: certificate, Chave Móvel Digital, register your activity, and only then start invoicing. Reverse that order and you spend your first weeks chasing deadlines that have already passed.
Registering your activity needs Portal access. Issuing receipts needs Portal access. Everything goes through the same door.
If you cannot get an appointment
This is the most common obstacle, especially for foreign citizens, because only some counters handle those cases. We set out the options in the full guide.

Can I issue receipts without a Chave Móvel Digital?
You need access to the Portal das Finanças. That means either access credentials or a Chave Móvel Digital. Without one of the two, you cannot issue.
How long do I have to issue the receipt after the fleet pays?
Five business days from the payment. The deadline does not pause while you wait for an appointment.
